Heat advisories & urban index

The heat index combines air temperature and humidity into a "feels-like" number. Above 90°F it starts to matter; above 103°F the NWS issues advisories; above 110°F, warnings. Urban heat-island effects in Philadelphia and Pittsburgh can push readings 5–8°F higher than surrounding suburbs.
